Tom is researcher/consultant at Panteia on the subject of Social Policy. He is experienced in both qualitative and quantitative research and social cost-benefit analyses.

As a policy advisor for the municipality of Amsterdam, Tom was involved in the implementation of the Participation Act, with specific focus on people with occupational disabilities. Also, in 2017 Tom participated in a policy review of the effectivity and efficiency of the Amsterdam reintegration policy.

In 2013 Tom finished his Master’s degree in Economics of Public Policy and Management, cum laude. Before that, he studied Sociology in Groningen, with a minor in Economics at Concordia University, Canada. He started his career as a trainee at ministry of Social Affairs and Employment. In 2017 he participated in an advanced course on social cost-benefit analysis.
